Horizon West Tree Service for New Villages and Old Groves
Horizon West was citrus groves and sand hills not long ago, and the trees here show it: young street oaks and palms in new villages, with old grove stock and scrub pines on the edges. We keep both in shape across Hamlin, Independence, Summerport and the rest of the area off SR-429.
Horizon West Tree Service in a Planned Community
Horizon West isn't a city. It is a master-planned area of unincorporated southwest Orange County that the county adopted as a concept in 1995, covering roughly 20,700 gross acres between Winter Garden and the Lake County line. The plan groups neighborhoods into villages and a town center, each wrapped in greenbelts, and it has been the fastest-growing part of unincorporated Orange County for years. Independence, originally built as Signature Lakes off Lake Hancock, was the first village. Bridgewater began alongside Summerport around 2001, and Hamlin now serves as the town center with shops and restaurants along New Independence Parkway and Hamlin Groves Trail.
Most addresses here use a Winter Garden 34787 mailing address, but the property is governed by Orange County, not the City of Winter Garden. That matters for permits, and it's the first thing we confirm on any Horizon West estimate. We get here from Clermont by taking SR-50 east to SR-429 and heading south, usually getting off at New Independence Parkway.
Horizon West Trees Grow on Former Grove Land
Before the rooftops, this was citrus country, and street names like Hamlin Groves Trail still carry the grove history. Developers cleared most of the old rows, but grove trees survive in back corners, along greenbelt edges and on acreage that hasn't been built out yet. Where groves weren't planted, the native cover was sand pine, longleaf pine and turkey oak scrub on deep, fast-draining sand. Those soils mean young trees dry out quickly during spring drought and root shallowly where irrigation keeps only the top few inches wet.
Inside the villages, almost every tree was planted in the last 20 years. The usual lineup is live oaks along the streets, crape myrtles in the front beds, and queen palms, sabal palms and Washingtonias around pools and entries. Builders often set these too close to the house or sidewalk, and by year ten the canopy is on the roof and the roots are lifting pavers. Corrective pruning early saves a removal later. If you've just taken out a crowded tree, our post on what to plant after a removal applies just as well on this side of the county line.

Horizon West villages and communities we serve
- Hamlin — town center homes with tight side yards; palms and young oaks need trimming off second-story windows and screen enclosures.
- Independence and Signature Lakes — the oldest village, so its street oaks are the largest and the first to need structural pruning and root work.
- Summerport and Bridgewater — lake and pond frontage along with mature landscaping from the early 2000s that's now outgrowing its beds.
- Waterleigh — newer homes where builder-installed palms and oaks are reaching the size where spacing problems show up.
- Watermark and Lakeshore Preserve — conservation edges and retention ponds, where dead pines and scrub oaks lean toward back fences.
- Avalon Road (CR-545) and Seidel Road corridors — acreage parcels and remnant groves where clearing and dead citrus removal are common.
Palm Tree Trimming and Other Common Horizon West Jobs
Palm work is the steady job in Horizon West. Queen palms drop heavy fronds and seed stalks that stain pool decks, and Washingtonias grow tall enough that trimming them takes a climber or a lift. After palms, the most frequent requests are lifting and thinning young live oaks so they clear the roof and the sidewalk, removing a tree that was planted three feet from a foundation, and grinding stumps so the HOA-approved replacement can go in. On the outer edges, we clear dead citrus and overgrown scrub from acreage, and we take down sand pines that bark beetles or drought have killed.
Orange County Tree Rules for Horizon West Homeowners
Because Horizon West is unincorporated, Orange County's tree protection rules in Chapter 15, Article VIII of the county code apply. The county updated that article by ordinance in 2023, with the changes taking effect in March 2024. Its permit page lists a removal permit for vacant or undeveloped property of any size and for developed lots over two acres with an occupied single-family home. The county regulates trees 8 inches or more in diameter at breast height from its recommended species list. Trees in wetlands or conservation areas need approval from the county's Environmental Protection Division, and trees in the county right-of-way are handled by Roads and Drainage.
Most village homes sit on lots well under two acres, so a county permit often isn't the hurdle. Your HOA usually is. Nearly every Horizon West community has architectural review, and many require approval and a replacement tree before a front-yard oak comes out. Street trees between the sidewalk and curb may sit in a right-of-way or an HOA tract rather than on your lot. Florida Statute 163.045 limits what a local government can require for a residential tree documented as dangerous by an ISA certified arborist or Florida licensed landscape architect, but it doesn't override private deed restrictions. We look at the plat, the county rules and your HOA guidelines before we quote, so you aren't surprised by a violation letter later.

Horizon West Tree Trimming Around Utility Lines
Most Horizon West power runs underground inside the villages, which means fewer limbs on wires but more buried cable under the yard. We call in a utility locate before grinding stumps near transformers or pedestals. Along the older rural roads, overhead lines are still common. Duke Energy serves most of this area, but utility territory in southwest Orange can vary, so we confirm who owns a line before working anywhere near it.
Horizon West Tree Service Cost
Trimming a palm out here usually costs $85 to $275 per tree, with Washingtonias over 40 feet at the top of that range. Removing a small tree under 30 feet, like an overgrown crape myrtle or a young oak set too close to the house, typically falls between $350 and $850. Dead citrus trees are often $150 to $500 apiece, and if you have a whole block of them we'll quote by the acre. Light lot clearing on former grove or scrub land generally starts around $1,800 an acre and can pass $6,500 when the brush is dense. You'll get a written number before we start, and the price includes cleanup.
Tree Services Across Horizon West
Our palm tree trimming keeps pool decks and screen enclosures clean through the summer, and tree trimming and pruning trains young street oaks before they turn into problems. When a builder-planted tree has to go, tree removal and stump grinding clear the spot for a replacement. On acreage near Avalon Road, land clearing and citrus tree removal handle the grove leftovers, and our article on dead citrus trees explains your options.
Horizon West runs right up to the Lake County line, so it borders our home turf. North of the villages is Winter Garden, the Butler Chain and the Windermere area lie to the east, and heading west you reach South Clermont and US-27.
Questions
Horizon West Tree Service Questions
No. Horizon West is in unincorporated Orange County, even though most homes there use a Winter Garden 34787 mailing address. That means Orange County's tree rules apply, not the city's, and code questions go to the county. A few parcels near the edges have been annexed into nearby cities over the years, so we check the jurisdiction for each address before we quote.
For a typical village home, often not from the county. Orange County's permit page lists permits for vacant land of any size and for developed single-family lots over two acres. Trees in wetlands, conservation areas or the county right-of-way follow separate rules, and Florida Statute 163.045 covers residential trees documented as dangerous by an ISA certified arborist. Your HOA may still require approval. We confirm both before cutting.
Yes. Many Horizon West communities require architectural approval before removing a front-yard tree, and some want a replacement of a certain size or species. We can give you a written description and photos of the tree's condition for your application, grind the stump so the new tree can go in the same spot, and suggest species that won't outgrow a narrow yard.
Queen palms in Central Florida often suffer from potassium and manganese deficiency, especially in sandy soil watered only by shallow irrigation. Frizzled new fronds and drooping older ones are typical. Some decline from fungal trunk rot, which can't be fixed. We'll look at the palm, tell you if feeding and trimming can save it, and give you a removal price if it can't.
Roots rarely crack a properly built slab, but they do lift pavers, sidewalks and driveway edges, and they can get into irrigation and drain lines. The bigger issue in Horizon West is a canopy that grows onto the roof and into gutters. Early pruning to lift and thin the tree usually solves it. If the tree is just too close, removal and replanting farther out is cheaper than repairing hardscape later.
Yes. We clear dead citrus, volunteer oaks, Brazilian pepper and scrub from acreage along Avalon Road, Seidel Road and other rural corners of Horizon West. Light clearing is priced by the acre, and we can grind stumps or leave the ground ready for fill. Vacant land in unincorporated Orange County needs a county tree removal permit for regulated trees, so we sort that out before the job is scheduled.
We take SR-50 east and drop south onto SR-429, usually getting off at New Independence Parkway for Hamlin and the villages around it. From our side of the county line, it's a short trip, so Horizon West gets the same scheduling as our Clermont jobs, including our emergency line after storms.
In most Horizon West villages, electric, cable and irrigation lines run underground, often right through the front yard where builder trees were planted. Before grinding near a pedestal, transformer or meter, we request a utility locate so the lines are marked. Grinding without one risks cutting service to your house or the whole street.
